I Know answer if you have an ATI graphics card--- First update graphics card driver and if that doesnt work go into catalyst control centre and reset it to Factory setting.

PS: try and do the same if you have Nvidia i have never had nvidia so i dont reaally know
How much RAM do you have, what processor and speed do you have, how much video memory do you have, what card do you have, is it hardwired in or external (so that all the memory is really being used just for graphics)?
I have a lot of sim games and I have a lot of problems with all of them. What I do is take the game back to place I got it from tell them what it is doing & they take it back and give me the same kind of game or i get my money back. And if they dont do neather 1 I raise hell. That is the only 3 things u can do. or u can try cleaning the disc.

Consider upgrading any or all of the above...

try tweaking the graphics settings in the options of TS3..looks like a GC issue
hope it helps..nothing worse then playing a glitching game.
