Shouji Meguro was the one who composed this song. He had worked for Atlus since 96, and has composed many of the pieces found in basically all the SMT games.

Side note: This piece is exactly the same as the Velvet Room theme in Persona 3, but in Revelations: Persona and Persona 2, different versions of Aria of the Soul was used.
