what about people with incurable non-contagious diseases who have almost no more time to live. I'm sure those people would sell their eyes to ensure that their entire family is set for generations.

Take the 20 mil, buy two eyes, each one from one other person, for 1 mil each. Net gain of 18 million dollars and you've got 2 new eyes. Easy.
