I usually like the one I hear first when it comes to the voice. Usually, the one you hear first is the voice you put to the character. That, and if you don't SPEAK fluent Japanese, how do you know the emotion. Maybe they sound just as soulless to some Japanese people as English does to a native speaker? That and I find Japanese Dub to be Over emotional at times, but sometimes I'm embarrassed with some English dubbing. It sways.

It is entirely possible for an anime company to hire shitty seiyu just like it's entirely possible for english anime distributors to hire shitty voice actors. Japanese people aren't any more perfect than anyone else. There's less money to be made in distributing english anime than japanese, so you will generally find lower quality voice actors. That doesn't mean you can't find good ones.
