Try getting Fuku a little pillow or pad (fire retardant, of course) and place it a safe distance from the front of the heater. Once the pillow or pad warms up, Fuku will love it. I do that for my little Chihuahua and once she settles in, I can call and call her, but she will ignore me as long as the heater is on because she loves the warmth so much.

Back when I lived high in the mountains overlooking Honolulu, I got a kerosene heater for the cold, Now that I live in the valley it only gets cold enough to use the heater maybe 3 to 5 days out of the year, but when I do, my 2 lb Chihuahua will lay out in front of the heater every evening basking in the warmth. Then on the first night that it's warm enough not to use it, she will sit in front of the heater looking back and forth between the unlit heater and me.

you can see the white machine thing in the background? thats some sort of heating device and it seems the lil puppy loves it. There is another video where the puppy was right infront of it but they put a cage infront of it this time to keep it from getting too close I guess.

In Japan there is no central heating so they have small heaters and puppies love to snuggle up to them.
