Have you tried patting them? Hold down the A button on one, and then wave your Wiimote from side to side. Its probably the best way to get things to like you. Oh, and I believe you have to get 2/3 pieces of information on him before he becomes your partner. So, do it twice.
@erathehedgehog I realize that 2 years have passed since you asked this, but for recent viewers here it goes:
Animals in EO have 3 levels on information you can discover by spending time with them and by interacting with them. However, you can only learn 1/3 of the info per day, so if you want to befriend a dolphin just play with it and come back on the following day and it will join you as your partner
Love the game, and how do you make the go action, cuz i cant figure it out!!!

when u meet the first dolphin and kate asks if u want it to be ur partner? u can say no and get more dolphins orcas etc as ur other partner
