It was signed into law by--guess who?--Governor George W. Bush.
Two points. Obama has never had a reform plan. The two reform plans to date where authored by Baucus and then Reid. There was the "death panel/end of life counciling" in the Baucus bill, it was removed when Palin blew the whistle on it and it's back in the Reid plan.
The so called "death panel" amendment IS in the Reid plan. All this is about is that Medicare will reimburse a doctor if the doctor spends the time with a patient to talk about end of life wishes. It was originally a Republican idea years ago. A living will is a smart thing for everyone to do.

Get a catastrophic policy and pay as you go for normal medical care. The prices would fall if the free market is allowed to operate.

Get a catastrophic policy and pay as you go for normal medical care. The prices would fall if the free market is allowed to operate.

Take it up with the state governments. If they fail their citizens, it's not the federal government's fault.
