Launchers do not slow down a phone, though personally on my evo I've found launcher pro to out perform ADW on sheer speed, widgets might slow down your phone but it depends on the widget and the hardware one is running. I would be more concerned about widgets eating away at the battery, not so much CPU cycles but all processes can be monitored in case you suspect a widget is slowing down your phone.
