What pedals and cleats specifically are on her bike?
I've fallen over twice I think right when I first got them I had to stop quickly once or twice and couldn't get a foot out in time, since then I haven't fallen over in ages.

I recently got a road bike with clipless pedals. Prior to that I've only ridden a mountain bike with platforms. I haven't fallen a single time on the road bike. I decided to put clipless pedals on my mountain bike and I've fallen at least once a day since putting them on. Granted it's only been 2 days. I think my approach to mountain biking and how I ride on it makes the difference. More sudden and aggressive stops and general carelessness. I don't know.
You shouldn't start on your seat, I ride a fixie and road and the biggest mistake I see all my friends do when they ride my bikes is starting on the seat, start at the frame infront of the seat and do a push of sorta movement and you get up
@jmaliakal Yeah sorta like that, around the top of the frame between your stem and seat, you have more footing there too. It's personal preference at the end of the day.
@jmaliakal This would be ideal. I am a bike messenger and ride clipless all day. When you want to dismount or are coming to a stop, I always just unclip one foot, the foot I use to balance when waiting for a light change.
