Lucrecia blames herself for the death of Vincent's father, so she distanced herself from him. Then he got himself killed (or nearly killed) trying to protect her and stand up to Hojo, so she fused him with Chaos to save his life after exhausting all other options. Unfortunately this made him a monster.

No, Vincent isn't even close to Sephiroth's dad.

Hojo is the father of Sephiroth. If you played Dirge of Cerberus, you'd know this. Lucrecia turned away from Vincent and went with Hojo. They had a child [Sephiroth] for the Jenova Project.
