It's an interview from October 1992, and the man interviewed is Allan Frankovich, documentary movie-maker due to his doc. "Gladio" 1992.

Check Google and add him and also Oswald LeWinter.

Frankovich had an ill-fated heart-attack in the US-custom in Houston, Texas (Airport) April 1997.
