The Pretender Transformers were weird as fuck. They're transformers that turn into human forms, but usually remained the same size as a normal transformer, thus making the disguise moot. And the Decepticons, instead of changing into humans, they transformed into weird biological mash-ups(the only exception being Starscream for some strange reason..) So there really wasn't a point to them except to sell toys with a very odd gimmick.

I'm guessing Alice from ROTF is the more modern version of this.

Alice was most likely a drone meant solely to help catch Sam, not an actual sentient Transformer like the rest of the Autobots and Decepticons.
