I have really watery eyes, so I haven't really been able to find one yet. I heard Urban Decay's 24/7 liner is really good though. What I do is apply the eyeliner and then a matte eyeshadow of about the same color on top, so if I'm using a black liner I'll put mac's carbon eyeshadow on top. I hope that was helpful! and thank you for the other comment too. ^_^
