That seems like a long time for brewing tea in a gaiwan, but that's the beauty of tea: everyone has their own preferred methods. When I brew tea in a gaiwan, I rinse the tea leaves (maybe a 5 second steep) and dump the first brew, because the leaves haven't yet opened up. For the second steeping (the first one you drink), I like to brew the tea for 15 seconds (for a lighter tea, 5 for pu-erh and black). Either way is good, you just get to have your tea more quickly if you dump the first brew.
