Back in the Great Depression sneaky people would sneak a hose into another person's gas tank and steal gas. These people were thus insultingly called hosers. The same thing happened again in the '73 oil crisis. It became a popular insult in Canada and doesn't seem to have dissipated, but, to my knowledge, it's never caught on in the States.

And thus why the little gas tank door on the sides of cars now have a little key lock, so you won't get hosed by hosers.
