Why on earth should te US give any aid to Vietnam, they broke all the treaty agreements that provided aid for Vietnam development when they broke the peace agreement to attack and conquer S. Vietnam. No, we don't owe them a thin dime. Vietnam has been reduced to suing, begging and whining.for money. What gives, we were allies with S.Vietnam and N. Vietnam destroyed our ally and for what? Now they are forced to accept capitalism, I guess starving under Stalinist communism isn't that desirable.

During WW2 the Soviets were our allies against Germany and Japan. Ho Chi Minh was a Soviet citizen, member of Internationale, Soviet world wide communist agressor movement and Comintern. Stalin waited until WW2 was over before declaring the Cold War against US. So US supporting Ho Chi Minh is perfectly logical. That support ended when Soviets attempted to start WW3, 1st in Berlin, then Korea, then Cuba, then Vietnam.
