This film is great because Jim Jarmusch does everything you're not supposed to do and make it work. Tom Waits' music sets the whole mood for the entire movie. Dry, muggy, and mellow.

Those look like the St. Bernard projects at 0:50. If it is, they aren't there anymore. They tore it down not took long ago. I live in new Orleans and they showcase the scene there quite well.
