today they do as a form of more private stuff. most of these codes are only spoken once, decoded with a one-time pad, then that part of the pad is either burned, eaten (some of them are made of rice-paper, or be able to turn into sticks of gum) with e-mail, these are only spoken once then the decoded statement is destroyed, like i said.

Reliability of shortwave radio beyond line-of-sight is very dependent upon atmospheric conditions and totally unsuitable for sending important instructions unless conditions require it (like working in a remote region with limited telecommunications infrastructure.)

I think the proof is in the pudding – why are spy agencies still using such antiquated technology in 2010? Because it's reliable. So we can assume they do think these number stations are useful, otherwise they would have been shut down a long time ago.
