Citigroup should be charged with criminal negligence in this fraud case. 285 million dollars is chump change for a fine for crimes of this magnitude. Citigroup should have had to pay a fine on every single bet it made against its own investors. These banks need to be broken up, their wealth split and their executives tarred and feathered in Times Square.
