Lots of low-to-mid-level government workers have retired in the past few years, because of government downsizing, rightsizing, outsourcing, and lack of upward mobility. Obama knows we're out here, "know the ropes", and are looking for part-time (& low-pay) options that won't conflict with the terms of our retirement.

I think the point that he's driving at by including 'security' in the phrase is that our national security is tied up in solid direct diplomacy. without such diplomacy (a la north korea and iran) or national security is compromised.

Factcheck has gone off the reservation and signed up with the Obama admin to be Secretary of Lying.
Obama says clearly that we need a "civilian national SECURITY FORCE". How do you provide SECURITY? With FORCE! Why do you use FORCE? For SECURITY! How do you provide SECURITY without FORCE? You CAN'T! That means those providing SECURITY will be armed in some way for this Presidents wishes to be carried out weather it be through weapons or technology to capture their SECURITY threats with FORCE.

Obama's whole point is that our use of force has made us LESS secure. Over half the country agrees with him. I'm amazed that people are getting riled up about something they THINK Obama MIGHT do when the president currently in office has torn the Constitution into tiny little pieces, then pissed on it.
