Let me clear this up for ya'll. Back in 2008 bit rate sampling on microphones was far less advanced then it is today. Voices lose their wavelength over the microphone to make their voices sound deeper. In truth, their voices are probably the same as they have been since then. The microphones just didn't do them justice.

For more than 2 years I've been stuck on 199. I followed these vids to find them. I was so depressed that I missed one I put off trying to go back for it. I decided today to start over. I'd use these vids to hunt down all locations. And it turned out to be the 17th on this particular vid that I missed. The one Knuckles said was "pretty straight forward." It was. It was on top of a bus stop. Problem was, there was an identical bus stop up the block. I thought I already got it but missed it.
