Hey guys, correct me if I'm wrong. If I'm not mistaken, it was supposed to be 18 Courts of Hell instead of the current 10 right? Even the dragon is almost gone, left the head. More than half of the dragon's body is gone, and its scale is covered with concrete now.

Was it because of the road they built, that made them decided to "trim" the dragon?
