@stangmanify I've trained at both ISKC and JKA (Originally started at ISKC, but had to change schools after moving to Indiana).
You are correct that this is not JKA shotokan in the sense that ISKC is not politically part of the JKA (otherwise it would be called JKA - something). However, the training is the same as JKA. In fact, the ISKC club participats in the WSKA (world shotokan karate assn.) world championships which has JKA representatives.
There are a few clips on youtube of Sensei Straza, Sensei Buchen, and Sensei Mertel from the ISKC competing at the 2005 world championships.
ISKC is definitely one of the best schools for learning Shotokan in the Chicago area. I would definitely continue my training at ISKC if I ever move back to Illinois.
I'm not sure if this is accurate, but Sensei Dipasquale (founder of ISKC) trained under Sensei Sugiyama back in the day. Sugiyama sensei runs JKA Chicago on Belmont Ave.

@bgcorporation thanks BG, I have been doing Shotokan on and off for about a total of 9 years now. I love it! I had the same problem of finding a school myself, one of the reason why stopped. I found a school through the park district where I live and I have been consistently at it for two years now. Thanks for the great comment. Wish you had a school near you.
