It has touched down. You can see it there quite faintly and you don't have to see it for it to be there. There is such a thing as an invisible funnel. Look on youtube.
green doesn't always mean tornado, it is the result of light passing through the hail that is in the storm. you can get green and still not have a tornado but you might get some hail depending on how strong the green color is. if it's very green, you may very well have a huge hail storm on your hands. but with a storm that has large hail, you must have a powerful warm updraft which is also very vital in producing a tornado so green skies and tornadoes almost go hand in hand.
Wow, could you tell me the day it happened? I remember headed for winnipeg beach and there was a huge thunderstorm. I could have sworn there was a tornado in a very dark area of moving rain/hail.
Later on, there was a tornado warning for the regions we drove by. Either it was that even or the one when a woman died this year.
Man, honestly, you are so lucky to have seen that tornado. This is the closest I ever got to seeing one. So this is the one where a fatality occured ya? Okay, then it was another storm on about Aug 24th that I am talking about.

This tornado wasn't the one that killed that woman as it didn't touch down...that was somewhere closer to Lake Winnipeg I believe. Sorry for the confusion.
Here in Manitoba, we get floods (The Red River that floods North Dakota runs through Winnipeg as well) but rarely tornados so it was neat to catch one on video (not so neat when it affects your life of course). Our biggest is usually an F2, which hit on the same day in another location and killed one woman.
No touch down = not a tornado.
A tornado is defined as a rotating column of air extending from the ground to the base of a thunderstorm.

Just because the visible funnel doesn't touch the ground doesn't mean the tornado doesn't. This has even been the case for F4 and F5 tornadoes.

Before major storms, especially tornado weather, the sky can turn a hue of green. Not in all cases but sometimes.

It was on August 20th, 2006. There were quite a few tornados, some of which touched down, including the one that killed the woman you had mentioned.

This one didn't, so I guess it's not technically a tornado but an extremely low funnel cloud.
