The males have a long spike on the front dorsal fin where the females have a rounded front dorsal fin. Keep in mind that Mandarin Dragonets are quite territorial over turf and mates. Males can lose their spike in a fight and may appear as female.
The first dorsal fin on the female (the one displaying the territorial behavior) is rounded, while the male has a spike on the first dorsal fin. I have placed two males together without realizing because of the males spike had been removed, perhaps from another encounter from another male, and I removed them. I don't know why she attacked him in their first encounter, but they have since displayed behavior that of a mated pair of dragonets. They are definitely male and female.
I wonder how you were able to positively identify that you had a female and were adding a male? Apparently 2 of the same sex don't get along well in a smaller tank... If you know how to sex them, let me know!

Your male had a very large spike, where mine is certainly noticeable, but not that large.
