Not necessarily no..This is hard to explain on butterfly but it's the same principle in all the strokes. Women's muscles, though can get bulky, are usually more lean and flexible. It allows them to get much more sleeker in the water, being more aerodynamic and keeping a good rhythm. This happens because they can make themselves more compact. A man's muscles have more bulk whether you're big or not. Though men can get compact, they can't as much as women. Unless they are double jointed.
Ahh see? Not necessarily again. Power doesn't really matter. The kicks have to be explosive but watch Ian Thorpe's arms. Not a lot of real power. You have to be efficient. Gain maximum distance per stroke. That's when you get faster.
these people r probably giving times from short course yards, these swimmers in the video r swimming long course meters

Timing is the key. But
Men and Women have different leverage points because of different limb length/height/weight/power ratios.
All Butterfly strokes have the same basic needs, just different timing.
So... women and men, tall and short, experienced or not ; can swim different stroke styles.
