So while it's potential leverage AFTER a break from the organization, it's a psychological control mechanism within the administrative structure DURING involvement, even apart from any fear of disclosure.
Side Note: Staff and SO are subject to all sorts of "ethics" processes that "public" Scientologists are not. Many Scientologists never experienced such things.
