In my opinion Jeff is one of Jigsaws Pig Heads. Jeff was put in the chair to simply buy Jigsaw time to get out of there, and wasn't in real danger. Like in Saw 4 where Hoffman in the last trap was not in any real danger.  In officialsawdotcom it says that Jeff is alive, because he survived this trap. Jigsaw is know for putting backup mechanisms in his traps. Which is why this trap doesn't make any sense.
