Nah, Pete Rock was making beats before Dilla. PR started in '87, Dilla started in '93.
From an interview with Pete Rock: "He let me know how much he was influenced by me. His mother pulled me to the side and whispered, 'you are his favorite'. He was really humble. We could call each other anytime. Dilla would inspire me at times when I couldn’t make a beat."
They were good friends, and both are on each other's top 5 favorite producers.

He made "Mecca & The Soul Brother" in 92, a year before Dilla got into the industry (93). As you prob know, that album essentially defines "his sound" of jazzy/funk beats (aka TROY). So based on that, I would say PR "got his sound" before Dilla. J definitely took it to another level though, and influenced PR afterwards. "What's Next..." is dope! Thats a rare joint, good looks.
