It's more of a lack of fluent languages than a lack of knowledge. I know english and I can speak really good spanish...When it comes to windows mobile and it's OS that has a culture with many Cookers and roms, the word Mandarin can mean anything. it could be the name of a specific rom, Carrier Model with a different interface, Codename for a carrier specific model.
