THAT IS NOT A FARGO ACCENT. That is a pure SCONI accent. Wisconsin's speech types are split between the Upper Midwest/Minnesota accent and that of the Great Lakes region (IL, OH, IN, and especially MI). Look up "American English" on teh interwebs, and you'll see the different patterns. Bottom line, Sconi isn't Minnesotan. It's has its own dialect, like New England or California.
