@10djordje Rockman Exe and Hikari thought that Shooting Star Rockman was the enemy and had a fateful encounter thus leading to the fight. Afterwards you'll be able to team up with Ryusei No Rockman and do tag actions after you save Rockman Exe, though. even in the beginning you should be able to play as Ryusei No Rockman's in his substory aswell. Subaru and WarRock was being controlled by ClockMan, thats why you fight him aswell.
