It does not surprise me that a nurse would refuse to put the vaccine in a vial. It is a deviation from normal procedure. Hospitals operate in an environment where a lawsuit is one misstep away. Everyone adheres to the CYA policy (cover your ass). Anything out of the ordinary gets approval from a higher-up or it doesn't get done. Simple.

Here is another idea, capture the injection! Its a hard task but if you can make a fake piece of flesh over your arm blend in so it looks real, you can capture the VIRUS then have it analyzed.

You can also accidentally bump into a nurse, have the vial fall, then wipe it up and take the cloth with you.

Ok ok ok. At 0:44 of this video I just had to stop it and comment. This act is precisely what I have been waiting for a person to do. I concidered inspecting the shots myselft but have no equipment and little knowledge of what to do but. I can learn fast not a problem but the equipment cost these days is a no no. They will probably argue limited supply to be used in that way or innability to "hand out" a substance like it; example a prescription. Its controlled in such a way that handing it out for testing legitimate or not will bring up questioning. If your desperate tell your MR lab guy to check his blood after injection.

It's against the law for them to give him the vaccine like that. They have no idea what exactly he is going to do with it, even if it is a vaccine.
