That's cause they're both Irish and have very similar - and extremely cynical - views on life. I daresay Dylan was heavily influenced by Dave. Dave Allen was the top Irish comedian in the 70s and 80s.
Both are damn funny. I used to love watching the Dave Allen show as a kid.

recently discovered Dave Allen, and I've never been happier. Most of today's comedians should sit down and watch this, and find what it takes to be funny.
Only trouble with the "Arseholes' Queue" idea is - who would join it? Who would see the sign "Arseholes' Queue" and think, "oh, that's me!"?

Watching Dave and I'm kinda reminded of the way Dylan Moran delivers his jokes. They both sound very similar if you ask me.
