Actually, the construction of the bridge and a better highway was proposed many decades ago as a more effecient route for commerce between the US, Canada and Mexico. The threat of a terrorist attack just expedited the construction of the bridge. The route through the hills and canyon and over the dam was considered too slow and dangerous for truck traffic. I saw the construction of the bridge in the spring of 2009 during a vacation to Vegas. Take a full tour; I highly recommend it.
