XP in 2019 is not surprising. There are a lot of business that still runs decades-old legacy software because they don't need anything newer. If an old technology already meets what you need it to do, then why spend the money to upgrade?

The tablet in this video only needs to access the inventory database for price and stock updates, which even XP seems a bit over-kill for the purpose.
