I don't think Obama himself has any opinion on the issue. Although he appears 10X more sophisticated than Bush, he has no real understanding or personal interest in foreign policy. He's simply a paid actor -- even more of a puppet than Bush.
I would go one step further in the definition of Terrorism, Not just the abuse of civilians.
I would define Terrorism as the use of Illegal warfare. That is that the International groups should not be prevented from building a legal framework for war whereby the groups can make sure the world progresses is directed to the best level of global stability with all the individual interests meet.
