Here's my logical view of a government. I'd say every government in every country has some profitable business or government assets which are intended to increase the national budget.

But there are some governments who kept non-reputable assets but would eventually increase the national budget and boom the economy despite the mere fact that it's legally unacceptable. Some government risks their reputation just for the profit and the economy as well.
