There would still be a leader (alpha male) of every small group of people. Anarchy is basically what humans had during the hunter gather days and yes it did work just fine.

My favorite philosophy of that time period was that land can not be owned we all share it to live on and with. One can use the land but must give back to it.

True and pure communism will only work when the country has a larger amount of resources and a smaller population, as both the number of people and resources will determine the standard of living, but i think your right in saying that anarchy wont work, and a hierarchal leader in my opinion would be best, as they will get used to being in power and would start to think for the good of the country instead of their own pockets.
