@Mocasta In most of the single player faction quests, you should eventually gain access, but an easy trick is to go to 188 Trading post and get Veronica to join you. Then just go to the door again and she will open it for you.

There really isn't a "stealthy" way to steal it since there are guards posted everywhere in the shop... Just buy it if you wanna be a good guy, or if you're workind on the dark side, just get a good gun and some armor piercing rounds or a Power Fist... You'll need 'em, TRUST ME...
