Power is not the issue here, it's weight and traction. Spinning all four tires in the snow does not require much engine. Between what traction the bus had and what the Explorer had, it was just enough.

This happened to me in Kindergarten, our bus got stuck in a snowbank. The bus was an '88 International S-1700/Ward Volunteer 71 Passenger with a 7.3L V8 engine and Allison automatic transmission. They sent us a bus with a better engine to pick us up, an '89 International 3800/Wayne Lifeguard 71 Passenger with a DT360 engine and the same model tranny.
