I dont think that will ever happen I have no Idea what the font is.

It is a Decal for a Company logo

Shame i can't e-mail it to you so you can see it. and i dont have a video camera either.

how do you outline the text ? is there a tool in photoshop for this ?

Get the same kind of text and same size and everything place over the picture and add the border :)

Ahhh you mean just a picture of text? No there's not a way I know of I'll do research though sorry :/
