Some expert, as a photographer I can tell you that those streaks are the bulbs from the Christmas tree to her right, the camera has been moved as the photo was taken and due to the camera trying to focus and adjust to the light that is what has caused that effect, nothing supernatural about it!! I could produce half a dozen identical pictures.. where my daughter has taken photo's indoors at night and this has happened.
