You could probably just pull that plastic clip with the green wire off and not worry about it at all anymore, but I'd have to see it more closely to be sure. On that motor, like you said, the throttle has an "off" position which is all you need to shut it down.
In a way, that key is an effective safety device, tho, anyone too stupid to bypass it, shouldn't be operating a snow blower, lol.
The old metal keys are even easier, just pull the wire off and it is bypassed.
