These communities where originally designed by the Government to keep Aboriginal people living in remote areas away from oportunities main factor being education. Alcohol was only introduced to Aboriginal peoples in the early 60s. First the communities would have to be designed like you would for a new suburb or city. street+lights. schools, kindies, shops. health services on sight eg, doctors, counsellors, financial bank even. T.A.F.E collage would be good.
From here we could slowly address many issues. But these poor people live among dust, dirt and run down buildings.
That's my thoughts anyway..

Aboriginies were always on the MOVE, Nomadic people, had no reason to develop any sort of cultavation, everything they needed in the was in the bush, due to this they couldn't and wouldn't fement any sort of Alcohol.
