Actually Pokemon Emerald was the first pokemon game to differentiate between special and physical attacks. Sapphire and Ruby just assorted them by type. Wing attack is a physical move anyway regardless of game.

It's cause Generation III hadn't differentiated Physical and Special attacks between individual moves. They instead had them associated to a type. Flying type was made a Physical attack category. From Generation IV onwards, they made it so each move was either Physical or Special. Also, Wing Attack is a physical move, as it's said to clothesline the pokemon with it's wing. It just has a weird animation.

Seamus, I think bugs should be weak to everything. I mean, if a bug walks into water, it usually dies, if a bug gets tackled/headbutted, it usually dies, if you light a bug on fire, it usually dies, if a bug gets struck by lightning, it usually dies, if a bird falls onto a bug or pecks it, it usually dies, the only things bugs shouldn't be weak to are grass and other bugs, but there are exceptions there too.
