This is a simple pixelation error either caused by your crummy tvs low resolution, crummy signal from your satellite reciever or cable, or just the video transferrence from your crummy camera off of your TV.
This is artifacts from encoding and lossy compression. It happens over digital signal very easily and can be made worse if you have a bad SNR (signal to noise ratio). The reason you can't compress .jpg, .mpg, .mp4, .avi, .mov, and .flv along with a few other lossy formats, is because they are already compressed and that's why when observed closely with highly compressed footage, you'll see blocking all over. Compare the size of a file saved as a .bmp to a .jpg.
Also, I've done this to some formats of files and used repair programs to correct some of it. It's caused by missing header data I believe, which is like a dictionary that gives instruction on how to decode the next several series of frames. This is why it only happens for a few frames and then quickly clears up. You can do this with some special effect in iMovie. Nothing special.

This is artifacts from encoding and lossy compression. It happens over digital signal very easily and can be made worse if you have a bad SNR (signal to noise ratio). The reason you can't compress .jpg, .mpg, .mp4, .avi, .mov, and .flv along with a few other lossy formats, is because they are already compressed and that's why when observed closely with highly compressed footage, you'll see blocking all over. Compare the size of a file saved as a .bmp to a .jpg.

Also, I've done this to some formats of files and used repair programs to correct some of it. It's caused by missing header data I believe, which is like a dictionary that gives instruction on how to decode the next several series of frames. This is why it only happens for a few frames and then quickly clears up. You can do this with some special effect in iMovie. Nothing special.

Not one shred of evidence explains the process of compression as this usually happens on windows movie maker. These videos do explain the existence of stupidity. @bluebakerpie As I commented, it doesn't look like how you would expect compression failure in mpeg. I'm not saying it isn't, but even the mpeg software I wrote back in the late '90s was better than this! It could be an effect of the spectacularly low quality of vids recorded by Fox, but it just could be something more... I like to keep an open mind
