Umm, you actually do have to time it. First, it's a charge move, like Guile's Flash Kick. Second, if your opponent is backing up, or dashes forward, you will most likely miss. In other words, you have to be smart in knowing when to actually use it.

(US)Vega - (JP) Balrog
(US)Balrog - (JP) M.Bison
The whole mess started when Capcom feared that Mike Tyson might take legal action against them for the Boxer, Mike (M.) Bison.
