The middle and lower classes were better off in the 90's. After Bush got in, the wealth of the country was being moved to the upper 10% of the population. The middle and lower class had less and crime rose.

I think its also because you got less young people now in the united states compared to back then. Also New York got less young people because of gentrification. (16-23 year olds do most of the crime)
