Sick?! I don't think it's sick. He's got much crazier "themes".
Anyway, he used it only twice if I'm correct. He used these themes in Concerto Romanesc (Romanian Concerto) and in this duo.
He wasn't so satisfied with this work of his - I mean the Romanian concerto.
He was "forced" to write it. (He didn't want to compose such thing) Under the Soviet regime he had no choice, one had to do what the leaders ordered.
But thanks your "watching" it. Hope you'll listen to other Ligeti-works.

He used it as well in the Balad si joc, two pieces for little orchestra,
but its nearly the same as this duo
